Brax is the best part of The Empire of Glass.
I have also wondered these things and my conclusion is that he’s just much better at regenerating than the Doctor is and just keeps on coming back as the same Brax, except for once or twice when he felt like a change.

See, I’m torn between Brax being really good at regenerating (and his [SPOILERS FOR BERNICE SUMMERFIELD: ESCAPING THE FUTURE] death at the end of Escaping the Future being the one time he actually won’t be able to control it), and him just, constantly, manipulating the time lines, protecting himself from regenerating, because he’s taken a liking to his Miles Richardson body.
It’s really up Brax’s alley to be vain enough to really enjoy his body enough to protect it, just as much as he protects Romana or Bernice. And, I mean, I pretend he escaped the Time War, so his Miles Richardson body is just old enough to be able to stand up to the young bodies the Doctor has been taking on recently, yet old enough to still be a suave bastard to the Doctor’s older (earlier) bodies.
Then again, I feel like Brax is still in one of his early bodies, because, like the rest of the Gallifreyan Aristocracy, Brax has that tendency to stay it out on the sidelines. He manipulates Jason, Benny, Bev, the Draconians (!), without them even realising it, without getting into the heat of the battles or conflicts. Plus, he might do what River does, and keep his age rather static or younger, as he gets older.
I dunno. I’ve not set in stone what I think, either way. Except that he’s the Doctor’s younger brother; for some reason, I feel like Brax tried to emulate the Doctor until Mommy and Daddy Lungbarrow decided to snap him back to reality. Which is why he still respects Gallifreyan non-intervention to a higher degree than the Doctor. Well, that, and I can’t imagine the Doctor being the younger brother, trying to one-up his older brother. It just doesn’t feel like the Doctor.
Then again, if Brax is Lord Burner, and let the Doctor and Susan escape Gallifrey, I feel like he might do that for his younger brother, able to do what he [Brax] couldn’t, and escaping Gallifrey.
I dunno. I have so many feels for the brothers Lungbarrow, that I just can’t even.
Also, it was meant to be “Hrmmm…” but I feel like it could be “His Royal Majesty”. That’s up Brax’s alley.
Also, while I like the idea of most Braxes being Our Brax, some part of me very strongly believes that Brax has had/will have at least one non-Richardson regeneration, because this dapper mofo
…from the beginning of Terror of the Autons? Is DEFINITELY Brax in my head. The way he talks to the Doctor is SO Brax, fraternal concern masked under a metric ton of sarcasm and snark, and who else would stand around apparently floating on air (since The Impossible Astronaut, my theory is he’s standing on an invisible TARDIS) JUST to look suave? No other Time Lord in the universe but Irving Braxiatel, is who. Not to mention we know Brax worked as an ambassador at one point.
